The new public procurement system has been implemented starting May 26

The new rules are valid for auctions to be organized starting May 26, 2016, while for procedures already in progress, the system in force at the start date continues to be applied.

The new procurement laws establish, among other things, that the “quality-price” award criterion for awarding public procurement contracts will be mandatory in the case of intellectual services, such as consultancy/technical assistance, preparation of studies, design, supervision, related to high-complexity projects, and the winning bid will be selected by applying a system of evaluation factors, in which the weight allocated to the “price” factor cannot be greater than 40%.
