Republic of Moldova joins the European Common Transit System from November 2025

The Republic of Moldova will accede to the Convention on a Common Transit Procedure (CTC) as of November 1, 2025, a decision designed to simplify and speed up the movement of goods to and from the European Union and other Member States. This integration into a European network will be based on a digitized system, the New Computerized Transit System (NCTS), which eliminates repetitive customs formalities at borders.

Under the new procedures, carriers will lodge a single electronic transit declaration at the point of departure and lodge a single guarantee, both valid until the final destination on the territory of the contracting parties. “This decision represents a milestone in modernizing the customs system,” said Alexandru Iacub, director of the Customs Service, stressing that the move confirms the country’s direction towards European standards and modern customs services. The NCTS system, already implemented by the customs authority, promises accelerated procedures, enhanced data security and more efficient traceability of shipments.

The common transit procedure will apply to the carriage of goods between the Republic of Moldova and the Member States of the Convention, including for export, import or transit. Participating countries include all EU Member States, EFTA countries (Switzerland, Norway, Iceland, Liechtenstein, Norway, Iceland, Liechtenstein), as well as the United Kingdom, Turkey, Serbia, North Macedonia, Ukraine, Georgia and Montenegro. Customs has urged international transport companies to familiarize themselves with the new rules and technical requirements of the NCTS system and to communicate the efficiency and predictability benefits to partners.
