President Klaus Iohannis has promulgated the law approving Emergency Government Ordinance no. 86/2022 for the amendment and completion of Government Ordinance no. 58/1998 regarding the organization and conduct of tourism activities in Romania, the Presidential Administration reports.

The normative act aims to amend and complete the current legislative framework for the operationalization of Destination Management Organizations (DMOs), necessary for the development of tourism in Romania, a framework that corresponds to the level of standardization required by Romania’s accession process to the OECD.
Furthermore, the law aims to fulfill the third milestone of the reforms Romania committed to through the PNRR (National Recovery and Resilience Plan) under the Tourism and Culture chapter.
The law introduces a new paragraph providing that “by exception to the provisions of paragraph (5), the Bucovina Destination Management Organization develops and implements regional tourism development and marketing policy and is established through the association formed by the county administrative-territorial unit with local destination management organizations and/or other entities that are not part of another local destination management organization in the region and which pay contributions according to the destination management organization’s statute.”
Simultaneously, in another article, the law modifies a point specifying that local councils, county councils, and the General Council of the Municipality of Bucharest have the following attributes in the field of tourism: “decides for the respective administrative-territorial unit the association for the purpose of establishing destination management organizations at the local level, with the obligation to ensure a representation of minimum 35% if they transfer minimum 70% of the special taxes for tourism promotion collected at the destination level, or a representation proportional to the amount transferred, up to a maximum of 50% if they transfer 100% of the special taxes for tourism promotion collected at the destination level.”
The Head of State also promulgated the law approving Emergency Government Ordinance no. 46/2017 for the amendment and completion of Emergency Government Ordinance no. 8/2009 regarding the granting of holiday vouchers.
Thus, the law aims to regulate the approval of Emergency Government Ordinance 46/2017 for the amendment and completion of Emergency Government Ordinance 8/2009 regarding the granting of holiday vouchers, in the sense of granting, within the limit of the budgetary resources allocated for this purpose by central and local public institutions and authorities, between July 1, 2017 – November 30, 2018, a single holiday allowance or a holiday bonus, as the case may be, in the form of a voucher, in the amount of 1,450 RON per employee.
