New Rules Regarding the Acquisition of Various Construction Permits

New rules aimed at simplifying the process of obtaining various construction permits are provided in the new urban planning and construction code, currently in the legislative process.

Through the draft law on the Code of Territorial Planning, Urbanism, and Construction (CATUC), approved during the Government meeting on March 29, 2023, and currently being debated by parliamentary committees, a series of regulations in this regard are provided.

The most important aspect is the establishment of the Single Agreement Commission at the level of local public authorities, which will ensure the approval and authorization of constructions in a digital and simplified manner.

The activity of the Single Agreement Commission involves registering the necessary documentation at a single point, namely a one-stop shop, and simultaneously distributing it to all approving entities so that a single agreement is issued, according to an information note issued by the Ministry of Development.

The new provisions prohibit the request for permits and approvals that have no technical basis and are not necessary in relation to the object of the investment.
