Mega mixed-use project on 8 hectares in Cluj-Napoca

Real estate developer Studium Green, controlled by businessman Dorin Bob, has provided important clarifications regarding the large-scale mixed-use project at the entrance to Cluj-Napoca from Florești. In a point of view sent to the publication Știri de Cluj, the company’s representatives specified that the documentation currently in the urban planning approval process exclusively targets land with a total area of 76,950 square meters managed by Cluj-Napoca Estate SRL, completely excluding the land owned by the University of Agricultural Sciences and Veterinary Medicine (USAMV) on which the former Cora store is located.

The project proposes the development of a mixed-use urban complex that will include commercial spaces, offices, medical services, leisure areas, a hotel, and an aparthotel. The central element is a tower building with a height of up to 160 meters, with a height regime of 2B+GF+33 floors. Additionally, the developer plans to cede an area of approximately 12,000 square meters for public utility, necessary for the construction of the Cluj Metropolitan Ring Road, along with the setup of bicycle paths and a green-blue mobility corridor towards Florești.

The land on which the project is proposed is owned by the Municipality of Cluj-Napoca and is managed by Cluj-Napoca Estate SRL based on a 1999 contract, for which the company pays an annual royalty. Dorin Bob emphasized that the observations made during the meeting of the Technical Commission for Spatial Planning and Urbanism (CTATU) on June 24, 2026, are part of a natural dialogue and will be integrated into the documentation before resubmission. He also rejected information circulating in the public space regarding alleged irregularities in the PUZ (Zonal Urban Plan), claiming that they stem from a notification registered by a competitor’s lawyer in another legal case.
