INS: Over 82% of local hotels are 3 and 4 stars, Constanta County dominates the accommodation market

The hotel market in Romania is dominated by 3- and 4-star establishments, which together accounted for 82.6% of the total on July 31, 2025, according to data published by the National Institute of Statistics (INS). Constanța County is the national leader, concentrating the largest number of tourist accommodation structures and over a quarter of the total accommodation capacity at national level.

At national level, the structure of hotels by classification shows a preponderance of 3-star hotels (54.5%), followed by 4-star (28.1%) and 2-star (12.9%). The number of 5-star hotels totaled 51 establishments, an increase of 2 establishments compared to the same period in 2024. Outside of hotels, apartments and rooms for rent make up 34.7% of all accommodation establishments, with the majority (70.7%) categorized as 3-star. Of the total of 213,100 rooms in all tourist accommodation establishments (excluding cottages), 49.3% are in hotels.

From a geographical point of view, Constanța county holds the supremacy with 1,752 accommodation structures, followed by Brasov (1,395) and Suceava (866). This dominance is also visible in terms of accommodation capacity: Constanța accounts for 26.5% of all rooms and 26.3% of all bed-spots at national level. Brasov County (7.7% of rooms and 7.8% of bed-spots) and Bucharest Municipality (6.6% of rooms and 6.0% of bed-spots) are the next ranked counties by a long distance.

The analysis by tourist area of the 464,354 bed-places shows that the highest capacity is to be found in the coastal resorts (excluding Constanța), with 117,245 places. These are followed by Bucharest and the county capitals (excluding Tulcea), with 105,837 places, other tourist localities and routes (100,745), mountain resorts (89,815), seaside resorts (40,072) and the Danube Delta area, including Tulcea (10,640).
