€28.91 Million Tender for Ioșia Thermal Garden

Oradea City Hall has launched the tender in the Electronic Public Procurement System (SEAP) for the development of the Ioșia thermal garden, an investment estimated at €28.91 million, excluding VAT. The project aims to modernize the municipality’s leisure infrastructure by transforming part of the current swimming pool area into a contemporary spa complex, partially funded through European funds.

The investment is managed by the International Financing Projects Management Directorate and benefits from a non-reimbursable grant of €12.18 million (VAT included) through the North-West Regional Program 2021–2027. The value of this funding varies depending on the source, being reported at over €15 million as well. The deadline for submitting bids is May 4, 2026, and the execution period for the works is set at 2 years from the signing of the contract.

The reorganization plan targets a total area of 45,084 sqm of the pool area built in the 1980s. The new thermal garden will occupy 32,405 sqm, representing two-thirds of the land, while the remaining area will be maintained for the city’s seniors. The complex will integrate indoor and outdoor pools, a swim-up bar, sunbathing platforms, a SPA area, a fitness room, and food service points. The project also includes green spaces landscaped with plants specific to microclimates around thermal water areas.
