Cluj’s first Accor hotel delayed for two years due to urban planning procedures

The project for the first hotel operated by the international Accor group in Cluj-Napoca, an ibis Styles on Calea Baciului 2-4, has accumulated significant delays. Although originally announced to open in April 2025, the investment is only at the urban planning approval stage. On Thursday, the City Council is expected to vote on the Zonal Urban Development Plan that would allow the building to go ahead.

The beneficiaries are the Amera Group and Premiot Amera Hotels, which have signed a management agreement with Accor. The hotel would have 110 rooms, including rooms for families and disabled people, a restaurant with local and international cuisine and a multifunctional conference room for both corporate and private events.

According to the documentation, the building will be erected on a plot of 8,332 square meters, with a height of S+F+G+F+5E+R, maximum cornice of 21 meters and total height of up to 25 meters. The parking will be on the ground and access will be from Triajului Street.

The area is a strategic one, in the north-west of Cluj, between the industrial parks West Industrial Area and Tetarom I, in the immediate vicinity of Amera Tower Business Center and with direct access to the European road E81.

Although the partnership with Accor was announced as far back as 2023, the project has not progressed on schedule. Urban planning procedures, permits and public consultations have extended deadlines and the construction site has not yet started.

Thus, the opening of ibis Styles Cluj will be pushed back by at least two years from the original plan.
