Cluj County is getting ready to become an important pole in the Transylvanian spa tourism by developing two strategic projects aimed at capitalizing on the salt water resources in Jucu and Cojocna communes. The two initiatives, one greenfield and the other modernization, aim to capitalize on the growing demand for wellness and medical recovery services, repositioning the county on the national map of health tourism.
In Jucu commune, the local administration plans to build a modern spa resort from scratch, including treatment pools, leisure areas and medical infrastructure. For this project, Mayor Dorel Pojar has announced steps to obtain a €10 million loan from a state bank. The initial cost of the resort is estimated at EUR 6.6 million, and once the financing is obtained, the execution period is 2-4 years. The Zonal Urban Plan has already been approved by the County Council. The local administration is considering two management models for the future resort: direct management or concession to a private operator for an annual fee.
In parallel, at Cojocna, plans are focusing on the rehabilitation and modernization of the existing baths, a location with a tradition in salt water treatments. The project aims to transform the location from a summer hotspot into a year-round functioning resort. On October 29, 2025, the design services commencement order was signed for the future Recovery, Treatment and Recreation Center. The modernization includes the rehabilitation of the pools and filtration facilities, redevelopment of public spaces, construction of modern restroom facilities, and development of dedicated medical and recovery treatment spaces.
By developing the two complementary centers, Cluj County could attract a steady flow of regional and international tourists, stimulating job creation in the HoReCa and medical sectors. These investments respond to a growing trend in the wellness market and would offer Cluj-Napoca residents a local alternative to resorts such as Sovata or Ocna Sibiului, contributing to a broader strategy to develop the county as a center of health, sport and recreation tourism.
