The company FEPER S.A., headquartered in Bucharest, District 2, 8 Prof. Dimitrie Pompeiu Blvd., registered with the Bucharest Trade Register under number J1991001092400, Tax Registration Code RO752, legally represented by Mr. Florin-Danut Buzatu, as General Manager (“FEPER” or the “Company”),
organizes at the Conference Room on the ground floor of the FEPER building at 8 Professor Dimitrie Pompeiu Boulevard, District 2, Bucharest (“Auction Address”), a public open-outcry auction on 19.02.2026, at 12:00 PM, for the sale of the following properties located in Predeal, 6 Trei Brazi St., Brașov County, owned by FEPER S.A.:
- vacant land, with an area of 372 sqm, registered in the land registry no. 102930 of the town of Predeal;
- Hotel Orizont, construction B+GF+6F+Attic, with a built-up ground area of 507 sqm, registered at position C1, in the land registry no. 102931 of the town of Predeal;
- Miorita Restaurant, construction LS+GF+Mezzanine, with a built-up ground area of 628 sqm, registered at position C2 in the land registry 102931 of the town of Predeal.

The Object of the Transaction is described in the auction documents.
The auction is open to Romanian or foreign individuals and/or legal entities who provide proof of meeting the requirements set forth in the auction documents. Participation in the auction is subject to the acceptance of the conditions in the tender specifications and the fulfillment of all conditions provided therein.
The auction documents, including the tender specifications, the auction organization regulations, and the draft sale-purchase agreement, can be collected starting from 19.01.2026, 09:00 AM until 06.02.2026, 02:00 PM, from the Feper headquarters at 8 Professor Dimitrie Pompeiu Blvd., 5th floor, room 500, District 2, Bucharest, after the bank transfer payment of 5,000 RON/set + VAT, representing the Document Procurement Fee and administrative costs coverage. This fee shall be paid into the Company’s account – IBAN RO33CECEB10330RON2766535, opened at CEC BANK.
The release of the auction documents will take place only based on the following documents:
- written application/request from the candidate,
- proof of payment of the document procurement fee and administrative costs coverage,
- either (a) power of attorney/proxy from the potential bidder granted to the person designated to collect the tender specifications, to the extent that this person is not the potential individual bidder themselves or the legal representative of the potential corporate bidder, or (b) proof of legal representative status in the case of a potential corporate bidder, or (c) identity document (ID card/Passport) if the potential bidder is an individual,
- copy of the identity card of the potential individual bidder or of the proxy/representative of the potential individual bidder, or

The period for submitting clarification requests will be between 02.02.2026, 09:00 AM – 06.02.2026, 04:00 PM, and the responses to the clarification requests will be provided between 05.02.2026, 09:00 AM – 11.02.2026, 04:00 PM. The responses to clarifications will be posted at the Auction Address and will be sent to the applicants who submitted clarification requests to the email addresses provided by them at the time of purchasing the Auction documents.
Registrations for the auction can be made at the Feper headquarters at 8 Professor Dimitrie Pompeiu Blvd., 5th floor, room 500, District 2, Bucharest, by submitting the qualification documents required by the auction documents, as well as the document certifying the payment of the participation guarantee, under the conditions presented in the auction documents, on working days during the period 19.01.2026, 09:00 AM – 13.02.2026, 04:00 PM.
The auction participation guarantee is 10% of the starting auction price/minimum recovery price of the Object of the Transaction, namely the amount of 950,000 Euro, at the NBR exchange rate on the day of payment. The participation guarantee is established by submitting a Bank Guarantee Letter or by making the amount representing the participation guarantee (deposit) available to the beneficiary in the Company’s account – IBAN RO33CECEB10330RON2766535, opened at CEC BANK, under the conditions specified in the auction documents.
The auction will be conducted in accordance with the law and in compliance with the provisions contained in the auction tender specifications.
The starting price of the auction/minimum recovery price of the properties forming the Object of the Transaction is 9,500,000 Euro + VAT, at the NBR exchange rate on the day of payment (sale under the reverse charge regime). The Object of the Transaction will be auctioned respecting the bidding steps established by the Company within the auction documents; specifically, the bidding step is 100,000 Euro.
The awarding of the Object of the Transaction is made for the real estate property in its entirety, excluding any individual or fractional sale.
The transfer of the ownership right over the properties forming the Object of the Transaction will take place at the moment the price is collected in full. The transfer of the ownership right over the properties forming the Object of the Transaction and the full payment of the price will take place within a maximum of 90 (ninety) calendar days from the date of finalizing the sale agreement to be concluded with the successful bidder.
