60% drop in holiday voucher settlements

The value of holiday voucher settlements collapsed by 60% in the first half of 2026, reaching EUR 55.17 million, while the total value of issuances recorded a 2% decline, down to EUR 60.89 million, according to Ministry of Finance data centralized by the National Association of Travel Agencies (ANAT) and published by News.ro. The market contraction comes as the value granted to employees was halved, from EUR 305.2 to EUR 152.6.

The difference was also strongly felt in June, when the value of issued vouchers was EUR 22.45 million, while settled vouchers reached only EUR 14.26 million. In the first six months of 2026, the occupancy rate of accommodation facilities stood at only 25-30%, following a 10% decrease recorded in 2025. Adrian Voican, Vice President of ANAT, emphasized that reduced allocated budgets affect the appetite for travel and cause a drop in early bookings. In this context, ANAT requested the Government to extend the legal framework for issuing vouchers by five years, for the 2027-2031 period, as well as to index their value with the inflation rate.
