Tourism Law provides for the establishment of the Tourism Activity Evidence Information System in Romania

The Ministry of Tourism has launched the draft Tourism Law for public debate, which provides, among other things, for the establishment of the Tourism Activity Evidence Information System in Romania, SIEATR, which will be managed by the Special Telecommunications Service, STS, and will include data on all tourists in Romania.
The project stipulates that all tourist reception structures will be obliged to implement an information system that allows for the evaluation of real tourism income and which will record all data regarding tourism activity and tourists. The software will be made available to accommodation units free of charge.
The draft Tourism Law, highly anticipated by all players in the field, will be under debate for 20 days and is expected to enter into force 180 days after its publication in the Official Gazette.
Tourism service providers will collect the following information from tourists: surname, first name, date of birth, place of birth, citizenship, residence data (country, locality, street, number), identity document data (type, series and/or number, date of issue and issuing institution, issuing state), personal numerical code or personal identification number, except for foreign tourists who do not possess such a number, arrival and departure dates, purpose of the trip, payment data, including billing address, “loyal customer” profile data, if any, and the travel agency or agent through which the reservation was made or the ticket was purchased.
SIEATR data transmitted by tourism service providers is stored for a period of 5 years from the time of transmission.
The project also provides for fines for non-compliance with the law’s provisions, which reach up to 40 fine-points, where one fine-point represents the equivalent of one guaranteed gross basic minimum wage established in the country.
Furthermore, local public administration authorities will be obliged to organize tourist information and promotion centers at the level of each tourist resort and at the level of each locality with tourist potential. The tourist information and promotion centers must distribute information materials to tourists in Romanian and at least one international language, containing information on the offer, attractions, and local, regional, or national tourist objectives, as applicable.
