Tourism Employers: Seaside Resorts Should Be Managed by a Non-Profit Company Based on a Public-Private Partnership
To be exploited efficiently and to simultaneously solve the labor force problem, seaside resorts should be managed according to the French model, namely by a non-profit company based on a public-private partnership, believe representatives of Romanian tourism employer associations, who presented the idea to Minister Mircea Dobre during a meeting in which the summer season was analyzed.
„All tourist resorts can self-finance from the taxes and duties paid by the private sector,” stated Mohammad Murad, president of the Federation of Romanian Tourism Employers, FPTR.
Creating a non-profit public-private company to manage the resorts could also stop the labor crisis facing Romanian tourism in general, and seaside tourism in particular, as the seasonal nature of its activity deepens this crisis.
FPTR’s solutions for beach management, which is currently one of the major problems of the coast, provide, first of all, that the allocation of beach areas be made according to the number of places in an accommodation structure, following the Italian model: 1 star – 6 sqm, 2 stars – 8 sqm, 3 stars – 10 sqm, 4 stars – 12 sqm, 5 stars – 15 sqm. At the same time, the rental price of a beach should represent the average of the last 5 years.
In the event that beach segments are allocated to all hotels requesting this, an auction based on projects, and not on price, will be organized for the remaining unallocated beach segments.
At the same time, FPTR proposes the direct involvement of the Ministry of Tourism and the establishment of an internal and external promotion program, in collaboration with tourism employer associations. In parallel, a series of measures should be initiated to facilitate all types of promotion on the short, medium, and long term and the drafting of a protocol regarding the summer season, referring to all administrative actions and the promotion of events during the season.
Employer associations also request to be part of the classification committees, as exists in many European countries, in order to assume, approve, and classify tourist objectives.
As solutions for the relationship with central and local authorities, FPTR considers the existence of a common agenda between the private tourism sector and central and local authorities, established for the entire year, to be appropriate.
