Tour-operator Cocktail Holidays, one of the oldest on the Romanian market, has filed for insolvency after the Ministry of Economy, Entrepreneurship and Tourism withdrew its operating license and fined it 34,000 lei (about €6,687), following major operational problems that emerged at the end of August, when several tourists were affected by non-payment of services to external suppliers.
Following referrals received from partner agencies and information appearing in the public space, the Ministry of Economy carried out a control action at the headquarters of the economic operator Prompt Service Travel Travel Company SRL, the company that operates the Cocktail Holidays brand, from September 1-4, 2025. The inspection uncovered serious irregularities, including the sale of tourist packages with a total value exceeding the amount insured by the guarantee instruments and failure to ensure the performance of travel services already contracted. In addition to the fine of 34,000 lei and the withdrawal of the tourism license No. 561/02.02.2023, the authorities imposed on the company the obligation to honor all contracts concluded until September 1, 2025 and prohibited it from entering into new contracts.
In the wake of these events, the company has filed for insolvency proceedings, registered on the court portal under file number 30781/3/2025, with a first deadline set for December 15. The company’s problems became public at the end of August 2025, when several reseller travel agencies accused Cocktail Holidays of non-payment of collaborators, such as airlines and hotel establishments, a situation that led to Romanian tourists being threatened with eviction from their hotels. At the time, the owner of the company, Dan Goicea, cited a “temporary financial block” caused by the “degraded economic situation of the business environment”.
