NIBIRU, a new seaside entertainment hub in 2026

Starting July 16, 2026, the Romanian seaside will benefit from a major new tourism and entertainment project with the launch of the NIBIRU resort, an investment of approximately EUR 50 million developed over an area of more than 20 hectares between Costinești and Tuzla. The project, created by Global Records as the majority shareholder and Andrei Șelaru (Selly), who holds a stake of around 15% and serves as CEO, aims to redefine the seaside entertainment offering, estimating a daily attendance of between 40,000 and 50,000 visitors during its 46 days of operation.

Complexul NIBIRU will be open daily from July 16 to August 30, 2026, between 18:00 and 03:00. The resort’s business model is designed to generate revenue from commercial space rentals, bar sales, the direct operation of major assets—such as the NIBIRU Arena and the nightclub—and brand partnerships. Unlike the classic seaside festival format, NIBIRU is expanding its target audience from young people aged 18 to 25 to families with children and couples over 30.

The complex’s infrastructure brings together an arena dedicated to festivals, a central stage (Central Stage), and over 30 restaurants, terraces, and cafes. Operationally, the estimated daily flow of visitors for the 46 days of activity will ensure a constant volume of consumption, compared to the average of 120,000 people per day recorded exclusively during the five days of the Beach, Please! festival. The daily program starts at 18:00 with street shows, interactive artistic performances, and acrobatics. From 21:00, the activity moves to the Central Stage for live concerts, with festival ticket holders continuing their experience in the NIBIRU Arena, while the rest of the promenade remains open until 03:00.

The access policy for the NIBIRU Promenade is structured into several categories. Approximately 30-40% of participants will enter based on a ticket, while the remaining 60-70% will be customers accessing the complex through a minimum mandatory consumption facility. For concerts by international artists, ticket prices will range from RON 49 to over RON 200 per day. For general access to the Promenade, online reservations offer free entry based on a minimum consumption of RON 25 (EUR 4.77) per person. Standard tickets purchased online before 17:00 cost RON 25 (EUR 4.77) and include consumption of the same value, while online purchases after 17:00 also cost RON 25 (EUR 4.77) but only guarantee access, with no consumption included. Purchases directly at the entrance are priced at RON 35 (EUR 6.67), without consumption. The flexible “Any Day” option is available for RON 10 (EUR 1.91) for one day of access, while children under 5 and students enrolled in Romania benefit from free access.

To attract visitors from across the entire coast, the project includes partnerships with accommodation units in the resorts of Mamaia, Eforie Nord, Eforie Sud, Costinești, and Vama Veche. Road accessibility is supported by a large parking lot and drop-off zones for those arriving via the A2 highway and the DN39 national road. Special bus and minibus routes are available, departing every 30 minutes from Constanța and the main neighboring resorts, at a rate of RON 20 (EUR 3.81) per person, with transport being free for children under 6. The estimated road travel time is 5 minutes from Costinești and Tuzla, 15 minutes from Eforie Nord and Eforie Sud, 25 minutes from Constanța, and between 35 and 40 minutes from Mamaia. However, the organizers recommend rail transport as the most efficient travel option.

All payments within the NIBIRU complex will be exclusively digitalized. Visitors can pay for services directly with a bank card or through a dedicated NIBIRU card, which can be obtained and topped up with cash at the top-up points inside the resort.
