New law for the digitalization of agrotourism adopted

The Chamber of Deputies has adopted, as the decision-making body, the draft law approving the “Country Life” (“Viața la țară”) Program, an initiative aimed at the digitalization and fiscal regulation of Romanian agrotourism through the creation of a national platform dedicated to rural households.

According to the normative act, the Ministry of Agriculture and Rural Development will develop the “Country Life” online platform, which will be managed by a private operator selected through a public tender. This digital infrastructure will register participating households, showcase agricultural, artisanal, and traditional activities, and enable online bookings and payments. From the amounts collected from visitors, the operator will retain a commission, and the difference will be transferred to the beneficiaries, with financial data being automatically transmitted to ANAF and the competent local authorities.

Income earned by households will be classified as income from independent activities and will be taxed based on income norms. The annual norms and correction coefficients will be established by joint order of the Ministries of Agriculture and Finance, depending on the category and location of the locality. The state will provide funding for the promotion of the program, the development of best practice guides, and the organization of free courses for participants. The electronic platform must become operational within six months of the law’s entry into force.
