RA-APPS puts real estate assets up for sale again

Regia Autonomă “Administrația Patrimoniului Protocolului de Stat” (RA-APPS) is preparing auctions for the sale of a 5,000 square meter plot of land in Gruiu, Ilfov County, at a starting price of almost EUR 200,000, and the Covasna mini-hotel in the town of the same name, at a starting price of almost EUR 300,000. RA-APPS has tried unsuccessfully to sell these real estate assets in the past. The Covasna Minihotel has a concession of 482,67 square meters of land in Covasna, Str. Gheorghe Doja nr. 1A-2A, jud. Covasna, and is composed of building B hotel and compartments I and IlI of building A, in usable area of 1.316,87 sq.m, as follows: Body B containing 10 studio flats and a 3-bedroom apartment, access hall and stairwell; – Compartment I (basement) and Compartment IlI (first floor and two attics) containing administrative premises and outbuildings. The starting price in the auction: EUR 294,600. The Covasna Minihotel has been put up for sale by RA-APPS before, as far back as 2007, when the starting price asked was EUR 650,000, but the sale was unsuccessful. In 2023, the government’s protocol directorate returned with the auction sale of the minihotel, this time at a starting price of EUR 426,000. And after the third auction, at a starting price of EUR 342,600, there were no bidders. In 2024, in December, RA-APPS repeated the tender for the Covasna minihotel, at the 2023 starting price of EUR 342,600, but again it was unsuccessful, so a second tender will be organized on January 17, at a lower starting price of EUR 194,600. Also in January, RA-APPS is organizing a second auction for the sale of a 5,000 sq.m. plot of land – Cadastral No. 56429, registered in CF 56429 Gruiu, located in T22III, P140/ll, village Siliștea Snagovului, commune Gruiu, lifov county, at a starting price of EUR 198,000 plus VAT. A first auction for this land was also organized by RA-APPS in December last year, at a starting auction price of EUR 220,00, excluding VAT, but there were no interested buyers. In 2024, the only notable sale of RA-APPS was the one in which, as reported by Profit.ro, a close relative of Dan Voiculescu’s family bought from the state the land and the ruin of the former Buftea canning factory, the first of its kind in the country, founded by Prince Barbu Stirbey. The Dream Film Production Company, which had Dan Voiculescu’s daughters as partners and was owned at the time of the transaction by a director of Intact Media Group, bought the property for €1.05 million plus VAT. RA-APPS sold only apartments last year at relatively modest prices, with no assets in important areas of the capital. These include a 124 sqm plot of land in the Primăverii neighborhood, a few steps away from the official residence of Romania’s still-President Klaus Iohannis, and auctioned for the first time in 2020, with a starting auction price of €306,422, but with no bidders registered for the three successive auctions. The same land was also put up for sale in three more auctions in 2023, but there were no bidders for €266,000, too. Nor in 2024, at a starting price that reached, also after three further auctions, EUR 263,700, were there any interested buyers for the land in the prime area of Bucharest.
