The Manea couple, from Bucharest, the owners of the former Monarc Luxury Homes SRL, now Monarc Gardens SRL, have obtained the environmental permit for the construction of a 15-storey multifunctional complex in the Vile Noi area, on the shores of Lake Siutghiol. It will include both apartments for sale and 5-star hotel accommodation. In September last year, they submitted the presentation memorandum to the authorized environmental institution, requesting the environmental permit, which they obtained. The Constanta Environmental Protection Agency (APM) announces to the interested public the decision of the classification stage: it is not necessary to carry out the environmental impact assessment and it is not necessary to go through the other stages of the appropriate assessment procedure for the project “Construction of multifunctional complex 2S+P+12-15E, with the functions of: tourism (holiday apartments), collective dwellings, offices, conference rooms, commercial spaces, public catering, SPA centers, swimming pools, nautical activities facilities, children’s playgrounds, parking, green spaces, public, semi-public, private spaces, location of illuminated signs and site organization”, located in the area Vile Nord – Lac, lot 3/1 in Mamaia resort. The land on which the future building will be constructed is owned by Building Project&Plans SRL and has a total area of 6,539 square meters. The Aparthotel will have 243 hotel rooms, six of which will be for disabled people, and 102 residential apartments. Monarc Gardens SRL was set up in 2020 and is controlled by Monarc Luxury Properties. So far, it has had no activity, losses in 2023 amounted to RON 215,866 and debts reached RON 360,218. The administrator is Alexandru Costin Manea, associated in other real estate business with Răducu Măazăre, son of the former mayor of Constanța. In turn, Monarc Luxury Properties is controlled by Alexandru Costin Manea, with 85% of the share capital, Claudia Nicoleta Manea, with 10%, and Offline Partners SRL, with 5%. The company was established in 2022 and deals in real estate agencies. The turnover reported for 2023 was RON 295,535, net profit RON 140,404 and debts RON 2,612, with one employee.
