In an analysis provided to Forbes Romania, Oana Voicu, General Manager of Hotel Peștera Wellness & Spa, points out that although inflationary pressures and shifts in consumer behavior affect the general market, premium tourism attracts a growing number of high-net-worth Romanians.

According to the representative of Hotel Peștera, the HoReCa sector is facing a decline in consumer appetite, with clients being more cautious about spending and making last-minute bookings. Compounding this trend are the VAT increase, reduced appeal of holiday vouchers, rising raw material costs, and higher energy prices amplified by geopolitical tensions in the Middle East. The industry’s main structural challenges remain the lack of tax predictability—caused by frequent amendments to the Tax Code—and the labor shortage, exacerbated by new legislative uncertainties surrounding the recruitment of non-EU staff.

In contrast, the luxury tourism niche feels this deceleration much less, as an increasing number of Romanians accustomed to international destinations such as Dubai or St. Moritz choose to rediscover Romania. Nevertheless, the supply of luxury mountain hotels with complex wellness facilities remains very limited, their number remaining in single digits. In this context, representatives of Hotel Peștera Wellness & Spa continue investments in energy efficiency, digitalization, and service quality. The establishment, whose origins date back to 1923 in Poiana Crucii and which operates in its current building since 1978, was privatized in 1998 and acquired in 2003 by Alca Industrial Group. Classified at 4 stars in 2015, the hotel officially inaugurated a new 5-star Wellness & SPA center on November 30, 2024.

Frequently Asked Questions

What are the main challenges currently facing Romania’s HoReCa sector?

The sector faces reduced consumer spending, last-minute bookings, VAT hikes, rising energy and raw material costs, fiscal unpredictability, and labor shortages, particularly regarding non-EU personnel recruitment.

Why is luxury tourism performing better than the general hospitality market?

Affluent Romanian travelers accustomed to luxury overseas destinations like Dubai or St. Moritz are increasingly choosing domestic luxury options, maintaining steady demand despite broader economic pressures.

How is Hotel Peștera Wellness & Spa adapting to market conditions?

Hotel Peștera is expanding its premium offerings, having opened a new 5-star Wellness & SPA center in November 2024 while continuing investments in energy efficiency, digitalization, and service quality.

Romania’s hospitality industry has been experiencing a slowdown for nearly a year amid economic uncertainty and tax changes, but the luxury segment offers new growth opportunities.
