Although they acknowledge the importance of environmental protection, local representatives warn that the measure, in its current form, will severely affect tourism, commercial fishing, and the mobility of isolated local communities.<\/p>\n<p>According to analyses published by Ziarul Delta, Ciprian Safca, a PNL county councilor and local tourism operator, argues that the 5 km\/h limit is impossible to respect under normal navigation conditions, as most boats exceed this speed even with the engine idling. Safca stressed that the measure would compromise fishing, due to the risk of fish spoilage during slow transport, as well as tourism, turning trips in extreme heat into suffocating journeys. He proposes that strict limits be applied exclusively inside localities (administrative-territorial units) such as Sulina, Mila 23, or Cri\u0219an, where a maximum speed of 10 km\/h could be established, while on the remaining channels, the current differentiated regulations (of 15 km\/h and 40 km\/h) should be maintained.<\/p>\n<p>A similar position was expressed by Daniel Ilu\u0219c\u0103, president of the Danube Delta Tourism Employers&#8217; Association (APTDD). In a statement given to Agerpres, Ilu\u0219c\u0103 stressed that navigation regulation should be implemented through government decisions, such as GD no. 538\/2015, and not by law. He gave the example of the Murighiol &#8211; Cri\u0219an route, which at a speed of 5 km\/h would take five hours, a duration far too long for passengers on boats lacking basic utilities. For his part, the PSD deputy for Tulcea, Cosmin Andrei, pointed out that enforcing fines of up to EUR 191.04 requires massive investments in a monitoring infrastructure with certified radar and sufficient staff, while also warning that exempting boat confiscation represents a suspicious leniency toward large operators.
