According to data published by Profit.ro, the project&#8217;s land is contributed by the company Building Project &amp; Plans, controlled by associates of former local leaders Radu Maz\u0103re and Nicu\u0219or Constantinescu, who will receive in exchange a 25% stake in the hotel business, indirectly valued at around EUR 17 million.<\/p>\n<p>The new multifunctional complex, with a height of up to 15 floors, will be built at 549 Mamaia Boulevard, on an area of 6,539 square meters located between the boulevard and Lake Siutghiol. The project will include 234 hotel rooms, 102 branded residences, a SPA center, swimming pools, and spaces for water activities. The landowner, Building Project &amp; Plans, has concluded a bilateral exchange agreement with the developer Monarc Mamaia Sunset, owned by businessman Alexandru Manea, with the final contract to be signed by July 1, 2028. The agreement provides for the settlement of the 25% share either in cash or in the form of apartments in the future complex.<\/p>\n<p>The company Building Project &amp; Plans is indirectly owned by C\u0103t\u0103lina-Mihaela N\u0103stase (35.15%), wife of former senator Alexandru Maz\u0103re and administrator of the APV Media Turism agency (owned by the brother and son of former mayor Radu Maz\u0103re), alongside Mariana-Victori\u021ba Meliniuc (35.15%), Vlad-Edward-Flavius \u021a\u00eeru (22.4%), son-in-law of the former president of the Constan\u021ba County Council, Nicu\u0219or Constantinescu, Sorina Gheorghi\u021ba \u021a\u00eeru (5.6%), Nicoleta Dogaru (0.7%), and, directly, by Maria-Sonia Laz\u0103r (1%).<\/p>\n<p>Radu Maz\u0103re Jr. specified for Profit.ro that he is not a partner in the project and does not own the land, his role being exclusively for promotion and sales through the RealCasa Tech agency, owned in equal shares with Alexandru Manea and Vlad Postelnicu. Developer Alexandru Manea also controls the real estate agency ANG Luxury Properties, which recorded a turnover of approximately EUR 382 thousand in 2025.
