The funds, allocated in the 2026 state budget, are part of the railway sector reform and the alignment process with European Union standards, according to the publication bani.md.

The decision, adopted during the Executive’s meeting on June 3, allows for the conclusion of multi-annual contracts for infrastructure management and the operation of public passenger rail transport services. The measure will also apply during the transition period, prior to the completion of the reorganization of the State Enterprise “Calea Ferată din Moldova” (CFM). Deputy Prime Minister and Minister of Infrastructure and Regional Development, Vladimir Bolea, stated that this mechanism will enable the co-financing of maintenance, repair, and development works on the network, as well as the expansion of passenger transport services.

The railway sector reform, initiated in February 2026, provides for the separation of infrastructure management from operational transport activities, a model inspired by European Union practices. Following this reorganization, two distinct entities will be created: one responsible for infrastructure and the other for passenger and freight transport, aiming to increase efficiency and transparency in managing the sector.

The authorities claim that the new model will facilitate private operators’ access to the railway infrastructure and contribute to attracting the necessary investments to modernize the national network. Additionally, the Republic of Moldova will be able to access further funding opportunities following the country’s inclusion in the Trans-European Transport Network (TEN-T) in 2024.

Frequently Asked Questions

What is the purpose of the €57.21 million funding?

The funding is dedicated to modernizing Moldova’s railway infrastructure and improving passenger transport services as part of its railway sector reform.

How will the Moldovan railway sector be reorganized?

The reform will separate infrastructure management from operational transport activities, creating two distinct entities: one for infrastructure and another for passenger and freight transport.

What are the long-term benefits of this reform?

The reform aims to align Moldova’s railways with EU standards, facilitate private operators’ access, attract investments, and leverage funding opportunities through the Trans-European Transport Network (TEN-T).

The Government of the Republic of Moldova has approved the implementation mechanisms for a €57.21 million (300 million lei) financing program aimed at modernizing railway infrastructure and improving passenger transport services.
