This measure marks the official transition from border control based on manually applied passport stamps to a fully digitized and automated monitoring of non-European Union citizens transiting the external borders of the Schengen area.

The EES system requires the biometric registration of every non-EU citizen by collecting fingerprints and facial images at the first border crossing. This common database will allow authorities instantaneous access to information regarding the date and place of entry, the duration of stay, and compliance with the legal limit of 90 days within a 180-day period. In Romania, the new regulations will be applied at the external borders with states such as Serbia, the Republic of Moldova, and Turkey. Although the freedom of movement for Romanian citizens within the European Union remains unchanged, they may experience increased waiting times at airports and land borders due to the complex procedures applied to non-EU passengers, including British or American citizens.

The data collected through the EES will be stored for a period of 3 years for regular travelers, with access being strictly regulated for border police, immigration authorities, and, under specific conditions, for law enforcement agencies for the purpose of combating terrorism. The implementation of the system aims to completely eliminate physical records and introduce automated checks to prevent identity fraud and illegal immigration at the European level. In addition to the Schengen member states, the regulation will also apply in Bulgaria, as well as in the associated states: Iceland, Norway, Switzerland, and Liechtenstein.

Frequently Asked Questions

What is the EES system?

The Entry/Exit System (EES) is a digital database that replaces passport stamps with biometric records for non-EU citizens.

When do the new rules take effect?

The official implementation of the EES system in Romania and other participating states is scheduled for April 10, 2026.

How does it affect Romanian citizens?

Romanian citizens are not subject to biometric registration, but they may experience border delays due to the slower processing of non-EU passengers.

Starting April 10, 2026, Romania and 28 other European states will implement the new Entry/Exit System (EES), according to Regulation (EU) 2017/2226.
