The General Urban Plan was extended today by another three years, being valid until the end of 2018. A few days ago, the general mayor raised an alarm regarding the expiration date of this project \u2013 without a law to regulate urban planning rules, authorization documents cannot be issued, leading to an economic blockage of the city.<\/div>\n

The Capital’s General Urban Plan, extended by another 3 years. The General Urban Plan of the Municipality of Bucharest was extended on Tuesday during the extraordinary meeting of the CGMB. The expiration date was December 21, 2015, but it was postponed until December 30, 2018. In the event of the expiration of the project regulating urban planning rules, the Capital would have found itself in an unprecedented impasse: any investments and new projects would have been blocked, which would have been reflected in the city’s economic situation.<\/div>\n

„The risk of blocking investments for modernizing streets, water and sewage networks, or thermal agent distribution, tram tracks, metro expansion and, last but not least, blocking Bucharest residents’ investments in private real estate projects represents, for any responsible person, an exceptional situation,” points out General Mayor Razvan Sava.<\/div>\n

The General Urban Plan (PUG) constitutes the legal framework for implementing city development programs and actions<\/div>\n
The PUG includes the analysis, regulations, and the Local Urban Planning Regulation for the entire administrative territory of the basic unit, both within and outside the city limits<\/div>\n
The current PUG was developed for the 2000-2010 period and subsequently extended for another five years. In 2012, a design competition was launched for the development of the PUG, and in October 2013, a contract was signed for the revision of Bucharest’s urban planning law. With a value of 35,225,000 lei (excluding VAT) and an implementation period of 41 months, the contract provided for three stages. Nearly two years later, although it should have already moved to stage 3, Bucharest is still in stage 1 of the work, namely the evaluation of the current situation, due to the lack of coordination between the Capital City Hall, sector city halls, utility network owners, and other state institutions.<\/div>\n
