This measure is expected to make vacations on the southern coast more expensive starting next year.

FPTR does not support Mangalia City Hall’s proposal to increase the building tax, as it does nothing but increase the cost of vacations in southern coastal resorts, discourage investment, and amplify the survival efforts of economic operators. The measure planned by Mangalia City Hall will burden economic operators, who will already be affected by the taxation of the land under buildings starting next year, as provided by the new Fiscal Code. These taxes will lead many economic operators into insolvency and cause them to abandon future development projects.

For this reason, FPTR’s proposal is for the city hall to adopt a rate of 1% of the taxable value of buildings and to waive that 50% increase which the new Fiscal Code only permits, but does not recommend.

In turn, the Mayor of Mangalia, Cristian Radu, announces that the general level of taxes for legal entities remains unchanged in 2016, as a series of taxes will be eliminated and, even if increases are applied, through compensation, the taxes will remain at the level of previous years.

In a press release issued by the Mayor of Mangalia, it is specified that “for 2016, for legal entities, Mangalia City Hall has eliminated the green tax, the silence tax, as well as the hotel tax, which is no longer found in the Fiscal Code. Therefore, even if some increases were applied, through compensation, the taxes are maintained at the level of previous years.”

Cristian Radu mentions that the new building tax rate of 1.95% is at the proposal stage, the municipality’s interest being to broaden the taxable base, not to increase taxes.

Source: FPTR

Frequently Asked Questions

What taxes were eliminated in Mangalia for legal entities in 2016?

The municipality eliminated the green tax, the silence tax, and the hotel tax to offset other fiscal increases.

What is the impact estimated by FPTR on tourism?

FPTR warns that increasing the building tax will make vacations more expensive and discourage investment in southern coastal resorts.

Is the 1.95% tax rate final?

No, Mayor Cristian Radu specified that this rate is currently only at the proposal stage.

On December 20, the Federation of Romanian Tourism Employers, FPTR, issued a press release announcing Mangalia City Hall’s intention to increase the building tax to 1.95% of the property value, the maximum level allowed by the Fiscal Code.
