Currently, only small steps are being taken for small factories, respectively for new players in the field. Thus, those who already have small and medium-sized enterprises and are interested in opening a small-scale factory can benefit from state aid that can reach a maximum level of 55 thousand euros.

factories plantsMicro-industrialization is an important component of every economy, and Romania wants to join the list of countries interested in this aspect. At least theoretically. Thus appeared the provision that offers SMEs state aid of up to 55,000 euros for the construction of small factories.

„The micro-industrialization program has a budget allocated to the de minimis scheme for the 2016 fiscal year of 60,890,000 lei. Through the Program, the implementation of Business Plans is financed, in descending order of the scores obtained, under the following conditions:

Non-reimbursable Financial Allocation – maximum 90% of the value of eligible expenses related to the project, but not more than 250,000 lei/beneficiary;

Own contribution – minimum 10% of the value of eligible expenses related to the project.”, as stated in the Program Objective.

Nearly 250 SMEs can receive support for opening new factories

From the total of nearly 13 million euros, the state wants to finance 244 enterprises and SMEs that meet certain criteria. Thus, companies must have a maximum of five years on the market, have no debts to the state, and reinvest at least 30% of their annual profit for a period of three years, starting with the year following the receipt of the non-reimbursable financial allocation. Also, companies must hire at least two employees on an indefinite period and normal schedule of eight hours a day, and maintain the current number of employees for a period of at least three years. Last but not least, companies must not exceed the de minimis threshold of 200,000 euros over three financial years. After all these criteria are met, companies can invest the money in various directions of activity, including:

Technological equipment, machines, tools, and working installations—including related software, with the exception of mechanical, electrical, electronic gambling games, billiard tables, musical instruments, and vending machines;

Measuring, control, and regulation apparatus and installations, barcode readers, electronic scales with/without labeling printers, fiscal electronic cash registers;

Invention patents, product and service trademarks (franchises, ecological labeling, licenses), software for online commerce, software necessary for the activity for which financing is requested;

Computers, printers, copiers, etc. No more IT equipment of each type can be purchased than the total number of employees after the implementation of the investment with the non-reimbursable component.

Investments can even cover workspaces, production spaces, as well as specialization courses dedicated to the company’s associates or administrators. At the same time, consultancy for preparing the documentation made in order to obtain financing within the micro-industrialization program can also be funded.

Source: Imopedia/Media

Frequently Asked Questions

What is the maximum amount of state aid available per company?

The maximum non-reimbursable financial allocation is 250,000 lei (approximately 55,000 euros) per beneficiary, covering up to 90% of eligible project expenses.

Which companies are eligible for the micro-industrialization program?

Eligible companies are SMEs with a maximum of five years on the market, no state debts, and a commitment to reinvest 30% of their annual profit for three years while hiring at least two full-time employees.

What types of investments can be funded through this scheme?

Funding can be used for technological equipment, machinery, software, patents, trademarks, production spaces, specialization courses, and consultancy for documentation.

After massive deindustrialization and the sabotage of some of the most important Romanian factories, the Romanian state seems interested in resuming domestic industrial activity.
