Last week, the Minister of Tourism, Mircea Titus Dobre, participated in a debate on the Tourism Law project in Constanta, an event attended by representatives of local authorities and economic agents.<\/p>\n
He specified that there is a proposal for seaside hoteliers to have a right of first refusal for renting beach sectors in order to offer tourists complete services. The minister stated that he wants this preemption right to be part of the future Tourism Law.<\/p>\n
Asked if this provision could come into force from the next summer season, Mircea Titus Dobre said that this is impossible. „After it is published in the Official Gazette, the law will come into force in 180 days because local public authorities, including central ones, as well as economic operators, must be prepared,” the Minister of Tourism specified. <\/p>\n
He also said that the issue of beaches must be discussed with the Minister of Waters and Forests, given that they are under the National Administration of Romanian Waters.<\/p>\n
The director of the Dobrogea Litoral Water Basin Administration, Hristu Uzun, present at the meeting, maintained that hoteliers have priority for renting beach sectors. He specified that some contracts with economic agents holding beach areas cannot be terminated because they are concluded for a period of 10 years.<\/p>\n
The First Vice-President of FPTR and President of the Mamaia Employers’ Association, Nicolae Bucovala, stated that if the beaches pass to the hoteliers, then they can offer complete tourist packages.<\/p>\n
The Executive First Vice-President of FPTR, Dragos Raducan, said that hoteliers request that approximately 20-25% of the beach area on the coast be allocated to them.<\/p>\n
Also, FPTR requests that each hotel on the coast receive a surface area for exploitation based on the number of available beds and the hotel’s comfort level.<\/p>\n
