It features 98 rooms and suites across 4 floors, a restaurant with a capacity of 120 seats, and a summer garden with 60 seats.

The Government had previously decided that the hotel would be the new headquarters for the DNA (National Anticorruption Directorate) and ANABI (National Agency for the Administration of Seized Assets).
However, the Ministry of Foreign Affairs (MAE) has now stepped in to acquire the property, with the Government approving the transfer of Hotel Triumf from RA-APPS administration to the ministry.

The Executive justifies this decision based on the current situation of the MAE headquarters, which, following a technical expertise, was classified as a seismic risk building. The ministry’s activities are currently spread across 15 other buildings, with total annual costs amounting to 900,000 RON.

Restoring the central headquarters would cost approximately 18 million RON and take 2-3 years, while a pre-feasibility study for a new headquarters indicated a cost of 32 million EUR.

Under these conditions, the Government is transferring Hotel Triumf from RA-APPS to the MAE for the purpose of setting up the space as the ministry’s headquarters, particularly in view of the ministry’s activities during Romania’s presidency of the Council of the European Union.

Hotel Triumf was first put up for sale in 2007 at a starting price of 32.5 million EUR plus VAT, but the auction was halted in court after Athenee Phenix Group—controlled by businessman George Copos’s Ana Hotels, which owns the Athenee Palace Hilton—contested the procedure.

In October 2014, the Government put the hotel up for auction again and offered it for sale several times without receiving any bids, despite lowering the price over time from 19.6 million EUR to 15.9 million EUR and, subsequently, to 14.1 million EUR, all plus VAT.

Source: Profit

Frequently Asked Questions

Why was Hotel Triumf transferred to the MAE?

The transfer was decided because the current Ministry of Foreign Affairs headquarters is classified as a seismic risk building, and the ministry’s operations are currently split across 15 different locations.

What was the previous intended use for the hotel?

The Government had previously designated Hotel Triumf to serve as the headquarters for the National Anticorruption Directorate (DNA) and the National Agency for the Administration of Seized Assets (ANABI).

What is the history of the hotel’s attempted sale?

The hotel was put up for auction multiple times since 2007, with the starting price dropping from 32.5 million EUR to 14.1 million EUR, but it failed to attract any buyers.

On December 29, Hotel Triumf, under the administration of RA-APPS, was transferred to the Ministry of Foreign Affairs to serve as its new headquarters.
