Minister of Tourism, Mircea Dobre, specifies that, out of this amount, the funds intended for promoting Romanian tourism domestically and abroad will be EUR 5 million. By comparison, last year, an initial sum of EUR 2 million was granted for tourism promotion, followed by an additional EUR 1 million during the budget rectification.<\/div>\n<div>&nbsp;<\/div>\n<div>Many major tour operators were invited, before the elections, to a meeting with PSD leader Liviu Dragnea, who presented the party&#8217;s governing program. In the &quot;Promoting Romania as a Tourist Destination&quot; chapter, the sum of RON 280 million was listed for 4 years, which would have meant EUR 15 million\/year. Regardless of political affiliation, travel agents and hoteliers were delighted by this prospect.<\/div>\n<div>&nbsp;<\/div>\n<div>Mircea Dobre stated that, for now, the Ministry of Tourism lacks a legal department, an economic department, and all the support services of a ministry. &bdquo;I don&#8217;t have them and I must create them. Why should I boast that we have a budget only to be told at the rectification that I didn&#8217;t spend it? Let&#8217;s rather spend what we have, and at the rectification, I can say &ldquo;it&#8217;s working&rdquo;. Why should I take money from other ministries that might be priorities?&rdquo;, the minister explains.<\/div>\n<div>&nbsp;<\/div>\n<div>Dragos Anastasiu, owner of the Eurolines group and representative of the TUI concern, explains that with EUR 2 million, Romania can participate in major international tourism fairs, but with the remaining EUR 3 million, not much can be done. In Germany, Anastasiu adds&mdash;which is just one of the 5-6 target countries for Romanian tourism&mdash;30 seconds of advertising costs EUR 30,000.<\/div>\n<div>&nbsp;<\/div>\n<div>Alin Burcea, owner of the Paralela 45 travel agency and president of the National Association of Travel Agencies (ANAT), would have expected an allocation of at least EUR 10 million this year, if not the promised EUR 15 million.<\/div>\n<div>&nbsp;<\/div>\n<div>Anca Nedea, who led the ANT, believes that this year, the most important thing is for the ministry to succeed in continuing the Development and Marketing Strategy and, with a much-improved organizational chart, to create support structures to help implement strategies and projects. Regardless of how much money is allocated, if these strategies and know-how do not exist, the money cannot be spent. But, starting in 2018, she adds, the amount is far from sufficient; it is undersized.<\/div>\n<div>&nbsp;<\/div>\n<div>Calin Ile, president of the Federation of the Romanian Hotel Industry (FIHR), considers this year&#8217;s budget insignificant. He says the normal figure countries aim for is 1% of tourism revenues, which means that in Romania, from revenues of EUR 1.8 billion, EUR 18 million should be allocated for promotion.<\/div>\n<div>&nbsp;<\/div>\n<div>Somewhat more reserved, Gheorghe Fodoreanu, owner of Invitation Travel, specifies that &ldquo;we need strong promotion in the international press, among tour operators, professional leaders from all countries, and associative personalities. What bothers me most is that there is no coherent concept with clear priorities that are perpetual for incoming tourism. This concept would be respected by everyone and they would fight for it.
