Out of 2,400 licensed agencies, only 40 agencies do incoming, because there is no advantage for those who do incoming. We need a national incoming policy. I discussed with the Minister of Tourism to create such a policy, to attract agencies including with fiscal methods, to do incoming. For example, for every foreign tourist brought in, some money should be deducted from the profit tax.
