Starting from July this year, public institutions and state-owned companies will be obliged to grant holiday vouchers to employees, in an amount equal to the value of one gross minimum basic salary per country, with the employer being the one who establishes, by mutual agreement with the union, exactly when these vouchers are granted, valid only for hotels and guesthouses in the country.<\/div>\n

Currently, the gross minimum wage is 1,450 RON, which will represent the value of the voucher to be granted. Based on current legislation, employees in the private sector and those in the budgetary sector can receive holiday vouchers up to a limit of 6 gross minimum salaries, which can only be used in Romanian tourism.<\/div>\n

The vouchers are fully supported by the employer, and the amounts are deductible when calculating corporate income tax.<\/div>\n

The project now prepared at the Government level leaves the decision regarding the timing of granting the vouchers to the employer, who must, however, consult with the union. Practically, the holiday voucher can be granted at any time during the year, not necessarily at the time of going on leave.<\/div>\n

Today, the law limits the granting of bonuses in the form of vouchers only for the time of going on annual leave, not for the entire year or for Holidays.<\/div>\n

The impact on budgetary expenditures determined by the granting of holiday vouchers this year is estimated at 1.73 billion RON, for approximately 1.2 million people employed in the budgetary system.<\/div>\n

Holiday vouchers will be granted, from July 1, 2017, on electronic support, will be nominal, and persons who sell their ticket to others are liable to fines that can be equivalent to up to 14 gross minimum salaries, according to the draft Government Emergency Ordinance.<\/div>\n

Regarding the contraventions incurred by those who do not comply with the legal provisions provided in GEO no. 8\/2009, the draft amendment and completion specifies that the acceptance by the affiliated unit of holiday vouchers from persons other than the ticket holder will be sanctioned with 4 to 7 fine points. One fine point is equivalent to the value of one gross minimum basic salary per country guaranteed in payment (1,450 RON) established, under the conditions of the law.<\/div>\n

The draft normative act regarding the amendment and completion of the GEO regarding the granting of holiday vouchers will be in public consultation on the Ministry of Tourism website until June 7, and observations and proposals can be sent to the relevant ministry.<\/div>\n
