The Court of Accounts has identified several irregularities and deficiencies at the Ministry of Tourism, according to the report conducted for the year 2016.<\/p>\n

Specifically, the Ministry of Tourism made illegal payments for expenses related to national tourism brand promotion services and for unexecuted investment works, failed to monitor compliance with contractual clauses and to charge late payment penalties, and inefficiently used funds for the National Authority for Tourism (ANT) participation in tourism fairs organized abroad.<\/p>\n

More precisely, according to the report, the Ministry of Tourism made payments totaling 498,000 RON for unexecuted investment works, such as those within the “Ski in Romania” tourism investment project, by accepting the inclusion\u2014both in the technical-economic offer and in the Payment Statement\u2014of a work item for which materials, quantities, and unit prices were not specified.<\/p>\n

Furthermore, illegal payments of 1,420,000 RON were made from state budget funds for national tourism brand promotion services through German tour operators. These included services settled at values higher than those in the estimate-offer; services settled without documents certifying their provision (over 1 million RON); and services settled without complying with contractual clauses (326,000 RON). Additionally, for the provider’s failure to fulfill contractual obligations, it was found that late payment penalties were neither calculated nor collected.<\/p>\n

According to the same document, state budget funds were used inefficiently in the amounts of: 362,000 RON through the purchase of products (meshes) at overvalued prices, specifically at prices higher than those charged by the same supplier in similar contracts with ANT or than those existing on the market; and 583,000 RON for ANT’s participation in fairs organized abroad, through the purchase of goods (furniture, promotional items\/services) at overvalued prices, specifically at prices higher than those charged by the same supplier in the same year in similar contracts with ANT or than those existing on the market.<\/p>\n

In addition, the existence of non-moving or slow-moving stocks with an estimated value of over 4 million RON was noted, of which stocks worth over 3.7 million RON date back to 2007. Some of these can no longer be used as they were received with editing errors, have suffered physical wear, or the information in these promotional materials has lost its relevance, resulting in moral obsolescence.<\/p>\n

For the cases identified, procedures will be initiated to determine the extent of the damage caused by the payments made, to record the established amounts in the accounting records, to recover them under the law, and to transfer them to the state budget, according to the Court of Accounts report.<\/p>\n

The audit conducted by the Court of Accounts targeted the activity carried out by ANT during the 2013-2015 period.<\/div>\n
