The rehabilitation contract for the Constanta Casino, a project held in standby for many years due to appeals, was set to be signed on October 29 in the presence of the Minister of Development. Upon arriving in Constanta, the minister could only observe that the current tender, the fourth one, was once again contested at the last moment, preventing the signing of the monument’s rehabilitation contract.<\/div>\n

The tender was, once again, contested. Suciu stated on Tuesday, during a press conference held at the Constanta Casino, that he had hoped that after 7 years of discussions, appeals, and egos, the Casino’s rehabilitation could finally begin. <\/div>\n

Minister Daniel Suciu claims that this latest appeal contains 95% of the text from the previous one.<\/div>\n

Suciu stated that three companies participated in the fourth tender organized for the Constanta Casino, with one being disqualified for non-compliant technical documentation.<\/div>\n

"When the tender was awarded, this disqualified firm filed an appeal with the CNSC. The National Council for Solving Complaints rejected the firm’s appeal and asked the CNI to request additional clarifications from the other two firms and to draft a new winner’s report, which happened, but the same firm, which was no longer part of this tender, contested the tender again yesterday,” Suciu mentioned.<\/div>\n

The CNSC has a legal deadline of 10 days to analyze this appeal. The council’s decision can be challenged in court. The Casino was transferred four years ago from the municipality to the National Investment Company (CNI) to be restored, and since then, several tenders organized for the monument’s rehabilitation have been contested and canceled.<\/div>\n

Three bids were submitted for the consolidation and restoration works, namely from the associations formed by Eldiclau (leader), Telekom Romania Mobile Communications (formerly Cosmote), Research Consorzio Stabile Societa Consortile and Impex Romcatel Cercetare Proiectare, Aedificia Carpati, Tehnoinstal, Remon Proiect and Profesional Construct Proiectare, and Constructii Erbasu, Concas, Euras and Polarh Design, respectively.<\/div>\n

Ultimately, the association of Impex Romcatel Cercetare Proiectare, Aedificia Carpati, Tehnoinstal, Remon Proiect, and Profesional Construct Proiectare was declared the winner.<\/div>\n

Although the other bidders filed appeals, according to local media, current legislation allows the contract to be signed after the appeal period expires. The tender for the restoration and consolidation works of the Constanta Casino, a procedure started nearly two years ago and initially estimated at 31.6 million RON (excluding VAT), was canceled last year because the bids received by the National Investment Company (CNI) were unacceptable and\/or non-compliant with the specifications.<\/div>\n

The Constanta Casino is among the 12 most endangered heritage sites preselected by a commission of experts from various fields. At the opening of the European Year of Cultural Heritage, the Europa Nostra organization and the European Investment Bank Institute announced the 12 heritage sites preselected for the “7 Most Endangered” program in 2018. <\/div>\n
