{"id":118533,"date":"2020-05-31T15:29:50","date_gmt":"2020-05-31T12:29:50","guid":{"rendered":"https:\/\/rhn.ro\/rules-applying-from-june-1st-for-terrace-and-beach-customers\/"},"modified":"2026-03-07T16:49:54","modified_gmt":"2026-03-07T14:49:54","slug":"rules-applying-from-june-1st-for-terrace-and-beach-customers","status":"publish","type":"post","link":"https:\/\/rhn.ro\/en\/rules-applying-from-june-1st-for-terrace-and-beach-customers\/","title":{"rendered":"Rules applying from June 1st for terrace and beach customers"},"content":{"rendered":"Rules applying from June 1st for terrace and beach customers\n\n\n<p>The measures applied from June 1, 2020, are contained in Joint Order no. 1,809 of May 29, 2020, issued by the Ministry of Economy, Energy and Business Environment alongside the Ministry of Health and the National Sanitary Veterinary and Food Safety Authority, and respectively, Joint Order of the Ministry of Economy, Energy and Business Environment no. 1,810 of May 29, 2020, issued together with the Ministry of Health and the Ministry of Environment, Waters and Forests.<\/p>\n\n\n\n<p>Through these two normative acts, specific measures were established to prevent the spread of the SARS-CoV-2 virus during the first phase of restarting activities in the tourism sector. Thus, the measures are mandatory for all economic operators in the public catering sector and, respectively, for all economic operators or, as the case may be, administrators who carry out beach operation activities. Equally, all customers of terraces or tourist beaches on the Romanian seaside have the obligation to respect them.<\/p>\n\n\n\n<p>Main specific measures for customer protection in the specially arranged outdoor space of the public catering unit (terraces):<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>An observational screening will be performed at the entrance, and access for customers with visible symptoms of respiratory infection will be prohibited;<\/li><li>Economic operators in the public catering sector will ensure that at the entrance and in the restrooms there are devices with approved biocidal products necessary for disinfecting customers&#8217; hands, as well as information regarding their use;<\/li><li>It is recommended to establish one-way circuits to be followed by customers inside the terrace to minimize contact between customers (e.g., to and from the toilet);<\/li><li>The transfer of menus, salt shakers, cruets, and other objects from one table to another is prohibited. These will be disinfected after customers leave a table and, where possible, disposable menus will be used;<\/li><li>It is ensured that during table service, staff will wear masks and gloves, and gloves used for serving will not be used for table preparation;<\/li><li>Consumption of products while standing is prohibited to minimize customer movement inside the terrace;<\/li><li>A maximum number of 4 customers is established who can occupy a table, provided that a distance of 1.5 m between people is respected, with the exception of members of the same family who have the same residence;<\/li><li>A distance of at least 2 m between the occupants of adjacent tables is ensured;<\/li><li>Seating will be done by prior reservation to avoid crowding at the entrance of the unit and to facilitate the epidemiological investigation in case a case of illness occurs among the establishment&#8217;s customers;<\/li><li>There will also be a customer reservation registry so that in the event of a SARS-CoV-2 infection among the unit&#8217;s customers, there are concrete data based on which the epidemiological investigation can be carried out;<\/li><li>It is ensured that table disinfection is performed after each customer\/group with biocidal products that require a minimum contact time, approved by the National Commission for Biocidal Products.<\/li><\/ul>\n\n\n\n<p>Main specific measures for the protection of tourists on the beaches of the Romanian seaside:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Economic operators or administrators, as the case may be, have the obligation to place access and behavior regulations in a visible place on the beach and also to ensure measures for respecting a distance of 2 m (left\/right, front\/back) between sunbeds used by people from different families;<\/li><li>Administrators will ensure access to the beach within the adopted capacity limits, maintaining physical distance, discouraging crowding, and limiting large gatherings, and will adopt measures to restrict access to the beach if the established capacity limits are exceeded and physical distance cannot be maintained;<\/li><li>Access will be ensured through clearly signaled entry points, and separate one-way entry and exit lanes will be established, with signaling of appropriate distances;<\/li><li>Reservation of beach use for certain periods of time is done through an online or telephone reservation system and\/or the adoption of strategic operating hours or flexible closing criteria;<\/li><li>A distance of at least 2 m must be maintained between people (including employees) at all times, except for members of the same family or if the safety of the core activity requires a shorter distance (e.g., lifting heavy equipment);<\/li><li>Work areas (e.g., lifeguard chairs, towers) are arranged so that those providing services on the beach stay at least 1.5 m apart. When distancing is not possible, the use of protective masks must be provided or physical barriers such as plastic\/plexiglass panels must be adopted;<\/li><li>Customer service will be performed by the employed staff of the concessioned beach, without customers moving to the service points;<\/li><li>In the case of non-concessioned beaches, the local public administration will be responsible for maintaining physical distancing rules and avoiding the formation of crowds;<\/li><li>Beach equipment (e.g., chairs, sunbeds, umbrellas) must be used individually, without these pieces of equipment being shared between people who are not family members with the same residence, and before and after each use, they will be cleaned and disinfected with approved biocidal products;<\/li><li>Beach toilets must be provided with adequate supplies for hygiene: water, soap, disinfectant with at least 60% alcohol, paper towels, and touchless trash cans.
