The Government has adopted the emergency ordinance for granting non-reimbursable aid to companies in the tourism and HoReCa sector, aimed at partially covering, in the amount of 20%, the turnover loss suffered in 2020 compared to 2019.<\/p>\n\n\n\n
The duration of the state aid scheme is from the date of adoption until June 30, 2021.<\/p>\n\n\n\n
The non-reimbursable aid is intended to partially cover the loss in turnover or volume, in the case of travel agencies, for the following types of issuers registered for tax purposes in Romania:<\/p>\n\n\n\n
– licensed travel agencies operating under CAEN codes 7911, 7912, 7990;<\/p>\n\n\n\n
– classified tourist accommodation structures operating under CAEN codes 5510, 5520, 5530, 5590;<\/p>\n\n\n\n
– food service structures operating under CAEN codes 5610, 5621, 5629, 5630.<\/p>\n\n\n\n
The duration of the state aid scheme is from its adoption date until 30.06.2021, with the payment of the corresponding amounts to be made no later than 31.12.2021.<\/p>\n\n\n\n
The state aid scheme enters into force only after its authorization by the European Commission.<\/p>\n\n\n\n
The validity of the state aid scheme can be extended only after obtaining approval from the European Commission.<\/p>\n\n\n\n
The most affected were large taxpayers (-64.8%), followed by medium taxpayers (-48.4%) and small ones (-36.8%);<\/p>\n\n\n\n
Regarding food service structures, a 33.5% reduction in turnover was observed. The most affected were medium taxpayers (-40.5%), followed by small taxpayers (-32.2%) and large ones (-27.8%);<\/p>\n\n\n\n
Regarding travel agencies, a 60.5% reduction in turnover was observed. The most affected were large taxpayers (-71.4%), followed by medium ones (62.8%) and small ones (51.6%). According to official data, economic operators in tourism employ a large number of Romania’s active workforce through individual employment contracts (4.2% of the number of employees, December 2019, according to the NIS).<\/p>\n\n\n
