It will allow some currently active restrictions to be lifted in a coordinated manner.<\/p>\n\n\n\n<p>During travel, the holder of the EU Digital COVID Certificate should, in principle, be exempt from free movement restrictions: member states should refrain from imposing additional travel restrictions unless they are necessary and proportionate for the protection of public health.<\/p>\n\n\n\n<p>National authorities are responsible for issuing the certificate. It could be issued, for example, by testing centers or health authorities, or directly through an e-health portal. The electronic version can be stored on a mobile device. A printed version can also be requested. Both will have a QR code containing essential information, as well as a digital seal to guarantee the certificate&#8217;s authenticity.<\/p>\n\n\n\n<p>Member states have agreed on a common design that can be used for electronic and paper versions to facilitate recognition.<\/p>\n\n\n\n<p>According to European Commission data, Romania is technically ready to connect to the portal dedicated to the EU Digital COVID Certificate.
