{"id":117343,"date":"2021-12-05T12:56:55","date_gmt":"2021-12-05T10:56:55","guid":{"rendered":"https:\/\/rhn.ro\/tourism-sector-welcomes-government-decision-to-reintroduce-holiday-vouchers\/"},"modified":"2026-03-07T11:38:04","modified_gmt":"2026-03-07T09:38:04","slug":"tourism-sector-welcomes-government-decision-to-reintroduce-holiday-vouchers","status":"publish","type":"post","link":"https:\/\/rhn.ro\/en\/tourism-sector-welcomes-government-decision-to-reintroduce-holiday-vouchers\/","title":{"rendered":"Tourism Sector Welcomes Government Decision to Reintroduce Holiday Vouchers"},"content":{"rendered":"\n<p>Member organizations of the Alliance for Tourism (APT), alongside Romanian trade unions, appreciate the Government&#8217;s decision to reintroduce holiday vouchers for public sector personnel starting January 1, 2022, describing it as &#8220;vital for both employees and the national economy.&#8221;<\/p>\n\n\n\n<p>A round table recently took place, bringing together all organizations in the field, resulting in several conclusions and solutions:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>mandatory granting of holiday vouchers to personnel paid from public funds, in the amount of 1,450 RON\/year\/employee;<\/li><li>exclusive use of holiday vouchers within Romania, at any tourist unit affiliated with the system, during any period of the year;<\/li><li>validity of holiday vouchers \u2013 one year from issuance;<\/li><li>issuance of holiday vouchers exclusively in electronic format;<\/li><li>maintenance of fiscal facilities for the granted holiday vouchers (deductibility and exemption from mandatory social contributions in the amount of six minimum wages).<\/li><\/ul>\n\n\n\n<p>In the view of hospitality industry representatives, the legislation should cover a minimum period of 5 years, with annual allocation of funds from the state budget.<\/p>\n\n\n\n<p>Established in 2020, APT is built as an informal collaboration platform among its members\u2014organizations aimed at developing Romania&#8217;s tourism sector while respecting legal and ethical business principles. The Alliance brings together 24 member organizations, representative of all branches of the hospitality industry \u2013 travel agencies, guides, HoReCa, promotion associations, and public authorities.<\/p>\n\n\n\n<p>The Alliance for Tourism supports the establishment of Destination Management Organizations (DMOs) at both local and national levels, as well as the rapid granting of funds for affected tourism companies and compensation for restrictions during the current year.<\/p>\n\n\n\n<p>Public institution employees will receive holiday vouchers worth 1,450 RON each between 2022 and 2026, with a total budgetary impact of 8.65 billion RON, according to a draft emergency ordinance initiated by the Ministry of Entrepreneurship and Tourism.<\/p>\n\n\n\n<p>Holiday vouchers for the years 2022 &#8211; 2026 will be issued only in electronic format.<\/p>\n\n\n\n<p>&#8220;The impact on budgetary expenditures determined by the granting of holiday vouchers between January 1, 2022, and December 31, 2026, is approximately 8.65 billion RON. Vouchers will be granted within the limits of the amounts provided for this purpose in the approved budget for each individual year.&#8221;<\/p>\n\n\n\n<p>At the same time, the validity period of holiday vouchers issued between January 2020 and December 2020, regardless of the medium, is extended until December 31, 2022.<\/p>\n\n\n\n<p>Furthermore, a complementary effect of this measure was the increase in the number of authorization requests for accommodation units.
