In 2021, the state did not grant holiday vouchers to public sector employees but extended the validity of those previously issued. The eFactur\u0103 system was launched in November but is currently optional. From July 1, the system is expected to become mandatory for public procurement in transactions between companies and state institutions (B2G\u2014business to government). A clarification of the legislation regarding gift tickets also appeared, so that \u201dwe no longer have situations arising from ANAF audits and place an unjustified burden on some entrepreneurs. Starting January 1, gift tickets can only be granted to one&#8217;s own employees. The granting of gift tickets by third parties is prohibited,\u201d stated Minister C\u00e2ciu.<\/p>\n<p>According to the emergency ordinance now adopted by the Government, holiday vouchers will be granted including in the year 2026, and the validity of those issued in 2019 and 2020 will be extended until the end of next year. According to the document, granting holiday allowances or holiday bonuses, as the case may be, in the form of holiday vouchers worth 1,450 RON between July 1, 2017 \u2013 December 31, 2020, \u201dproved to be a measure with beneficial effects on the tourism industry in Romania, encouraging about one million Romanian employees from state institutions or companies where the state is the sole or majority shareholder to spend their holidays in the country.\u201d \u201dThis measure mitigated a large part of the negative effects of the Covid-19 pandemic on the tourism sector, with Romanian citizens holding holiday vouchers purchasing tourist packages in the country during periods when tourist reception structures did not have their activity suspended. Moreover, a complementary effect of this measure was the increase in the number of requests for authorization of accommodation units. Nationally, the increase was 10% compared to previous years.\u201d<\/p>\n<p>Thus, considering the maintenance of the negative effects of the pandemic as well as the fact that the number of cases of infection with the SARS-CoV-2 virus remains very high, the ordinance provides that \u201dthe validity period of holiday vouchers issued between January 2019 &#8211; December 2020, regardless of the medium, is extended until December 31, 2022.\u201d<\/p>\n<p>In the period 2022 &#8211; 2026, holiday vouchers will be issued only on electronic media. The impact on budget expenditures determined by the granting of holiday vouchers between January 1, 2022 \u2013 December 31, 2026, is approximately 8.65 billion RON.
