The company Regata Imobiliare, owned by businessman Ceslav Ciuhrii, has permission to demolish the former Gugu\u021b\u0103 cafe, located across from the Parliament, and to build an 8-story hotel in its place.<\/p>\n
The cafe building was constructed in the late 1960s; until 1970, the Noroc restaurant was located there, after which the building was reconstructed and transformed into the Gugu\u021b\u0103 cafe.<\/p>\n
The decision of the Chi\u0219in\u0103u Court of Appeal was made in September 2022 and is final and enforceable.<\/p>\n
Through this decision, the court annulled the negative opinions of the Ministry of Education, Culture and Research and the National Council of Historical Monuments, as well as the provision of former Deputy Mayor Victor Chironda revoking the urban planning certificate for design.<\/p>\n
Regata Imobiliare purchased the land on which Gugu\u021b\u0103 cafe is situated in 2017. In 2018, the company received the CNMI’s approval to build a seven-story shopping center. However, in 2019, the CNMI canceled the approval, considering that the project did not fit into the historical center of Chi\u0219in\u0103u.<\/p>\n
Regata Imobiliare challenged the CNMI’s decision in court and won the lawsuit.<\/p>\n
Last autumn, on September 27, the magistrates of the Chi\u0219in\u0103u Court of Appeal examined in a public hearing the appeals filed by the General Mayor of Chi\u0219in\u0103u and the Ministry of Education, Culture and Research against the Chi\u0219in\u0103u Court’s ruling.<\/p>\n
Thus, the magistrates decided to quash the Chi\u0219in\u0103u Court’s ruling, but also issued a new decision admitting the request of Ceslav Ciuhrii’s company regarding the cancellation of individual administrative acts unfavorable to Regata Imobiliare.<\/p>\n
