According to the organization, although the state has achieved significant budgetary savings by reducing the volume of vouchers, the lack of redirecting part of these funds to tourism promotion and incoming tourism risks to block domestic consumption and affect Romania&#8217;s external visibility, leaving the industry without the engine that sustained the activity in the off-season. <\/p>\n<p>Data taken from the Ministry of Finance indicates a severe contraction of the market in 2025, with the volume of vouchers issued falling by more than 66% compared to the same period of the previous year. In contrast, the rate of settlement has seen a drop of only 30%, a discrepancy explained by Adrian Voican, vice-president of ANAT, by the fact that Romanians have mainly used balances carried over from previous years. The depletion of these reserves, coupled with the lack of substantial new issuance, suggests that the tourism industry will feel the true extent of the cuts in 2026. Although the employee declaration and co-payment have been eliminated for next year, the value of vouchers has been frozen at around \u20ac157 (800 RON) taxable, or around \u20ac126 (640 RON) net, and the salary ceiling for eligibility has been reduced to around \u20ac1,178 (6,000 RON) net.   <\/p>\n<p>ANAT points out that the state has saved EUR 240 million in 2025 by limiting vouchers, but has not allocated compensatory funds to support the sector, although operators estimated the need for an investment of at least EUR 25 million in international promotion. The absence of this capital is directly affecting HoReCa operators and travel agencies, which relied on vouchers to maintain occupancy outside the summer months and in developing destinations.
