The measure comes with an important legislative amendment that eliminates the need for co-financing from the beneficiaries, in an economic context marked by a sharp decline in domestic tourism and a migration of Romanian tourists to foreign destinations. <\/p>\n<p>According to the legislation in force, the vouchers will be granted from January 1 to December 31, 2026 to staff in public institutions, regardless of the source of funding, whose net basic salary does not exceed the threshold of EUR 1,179 (RON 6,000). A significant novelty compared to the previous regulations is the removal of the restriction that the vouchers had to cover a maximum of 50% of the value of tourist packages of at least EUR 314 (RON 1,600). Thus, from 2026, employees will no longer have to bear the difference in cost from their own funds, as the vouchers can be used entirely for the purchase of tourist services.  <\/p>\n<p>This facility is being maintained amid a severe contraction in domestic tourism. Adrian Voican, vice-president of the National Association of Tourist Agencies (ANAT), signaled a slump in the domestic market, evidenced by an 8.9% drop in domestic tourism in November 2025, the steepest monthly decline of the year. Although the number of foreign tourists increased by 9% in November and by 7% for the year as a whole, this advance &#8211; equivalent to more than 150,000 arrivals &#8211; does not compensate for the loss of half a million Romanian tourists.  <\/p>\n<p>ANAT&#8217;s analysis shows that in 2025, nine out of the 11 monitored months recorded decreases, except for January and May, periods favored by weather conditions or holidays. Among the causes identified for this negative dynamic are the reduction in the number of holiday vouchers, the VAT rate increase and economic instability, all of which have affected travel budgets.
