The decision is part of a broader strategy to capitalize on real estate assets from the county&#8217;s patrimony, aiming to finance the construction of the Monobloc Pediatric Hospital, a major medical infrastructure project removed from the financing list of the National Recovery and Resilience Plan (PNRR).<\/p>\n<p>On the list of assets proposed for sale, alongside the 57-room hotel and 300-seat conference center located in the Gheorgheni district, are the remnants of the former Clujana factory \u2013 an office building, a store in Pia\u021ba 1 Mai, and a land plot under 1,000 sqm \u2013 as well as an office building within a commercial center. The county administration estimates it could obtain several tens of millions of euros from these transactions. Cluj CC President, Alin Ti\u0219e, emphasized that the endeavor requires broad political consensus at the council level.<\/p>\n<p>The funds obtained are intended for the Monobloc Pediatric Hospital project, whose total value amounts to 970 mil. RON excluding VAT (approximately 190.77 mil. EUR). The construction contract has already been awarded to an association led by BOG&#8217;ART S.R.L. The future unit will have 18 departments and 8 operating theaters, with a total capacity of 506 beds for continuous hospitalization, 51 for day hospitalization, and 30 ICU beds. For this year&#8217;s works, Cluj CC has already allocated 84.2 mil. RON (circa 16.56 mil. EUR) from its own budget.<\/p>\n<p>Besides selling assets, the county administration is also considering alternatives to secure financing, such as contracting a credit of circa 200 mil. EUR from the European Investment Bank (EIB) or launching a bond issue. Another strategic project affected by the PNRR exclusion is the Multiorgan Transplant Center, designed with 264 beds and 45 ICU spots, which also has a contracted constructor.
