Compania Winners Center, controlled by the Ciorcilă family, intends to develop a mixed-use real estate complex on the site of the former Municipal Swimming Pool in Cluj-Napoca, located near the Radisson Hotel, Cluj Arena, the Polyvalent Hall, and Simion Bărnuțiu Central Park. The project, which targets one of the last extensive open land plots remaining within the municipality’s central perimeter, is set to be evaluated by the Technical Commission for Spatial Planning and Urbanism (C.T.A.T.U.) of Cluj County during its meeting on October 1, 2026.
The zonal urban plan covers two land plots held in the company’s private portfolio. On the 8,308 sqm plot, the proposal envisages the construction of a complex with a height regime of up to 3B+GF+M+8F+RT (three basements, ground floor, mezzanine, eight floors, and a recessed top floor), which will comprise offices, an apartment hotel, a medical clinic, commercial and banking spaces, and restaurants. On the second plot, with an area of 3,579 sqm, public-interest amenities are planned for leisure activities, green spaces, playgrounds, and food and beverage venues. The site is located within the protection perimeter of historic and architectural-urban monuments, with the investment also aiming to rethink the relationship with the Morii Canal watercourse and streamline local traffic flow. The former swimming pool became unprofitable in the years following 1989, and earlier proposals featuring 20-story towers failed to secure authority approval. The project beneficiary, Winners Center SA, registered in 2025 a turnover of around EUR 2.46 million and a profit of approximately EUR 1.33 million.
